How about a new subproject like "devel:ARM:Factory:Unstable" that simply links the JeOS package (plus internal self-links) and adds Base:System as well as Kernel:HEAD to the repo list? There's a good chance we'd have to have a cron job that manually recreates the patch on top of that link in case openSUSE:Factory:ARM/JeOS changes, but I guess that's reasonably possible to do.
