It is pxe boot support inside u-boot, but this support can fallback to
reading extlinux.conf from external media located in extlinux folder
if no pxe network server was available on boot.
And boards which have pxe/extlinux support available in their u-boot
configs read extlinux.conf file prior to boot.scr file.
