The extlinux support is u-boot native support for the file format. You can find the specification here: http://code.metager.de/source/xref/denx/u-boot/doc/README.pxe I have not used it as local config file, but fetched it via TFTP/PXE. Very nice for development, just put the kernel/initrd on the file server. Btw, AFAIK Fedora has a patch for grub2 exlinux.cfg support.
