I personally have used a number of RPM's that were for RedHat, Fedora or
Mandrake without a problem. I don't like the idea that each distro uses
it's own rpm's

This could be done in a way the WiKi works. A lot of things will become
outdated very fast. There are two drawbacks. 1. The devoloper or whoever
sdoes the upload must keep up to dat with the original, so that version
updates are done.
Say I upload a wmdrawers rpm. I do not maintain that and as long as my
version works, I won't update it. If the site were that everybody could
upload, I would't trust it. yes, others might see it, but perhaps I then
just did an update and I am running a malicious spammer program.

That however will give you a hirachy and structure to fall back on. For
those who can't wait, they still can download the sources and do things
themselves.
