I just wanted to install over FTP from factory (64 bit) and hit the same
problem. When is sync meant to be complete?

It's fixed for x86-64 as well, just ppc is behind.
So, it will be soon on a mirror of your choice, gwdg.de might have it
already...
ftp4 has it, but at the moment only at
/pub/opensuse/distribution/SL-OSS-factory/.
The private location will need a while, maybe one more hour.
ftp.gwdg.de will need some more hours.
There were no ppc updates today.
