I've never used vncconfig and I've never had any problems with vncviewer
or server. It seems that an alternative to vncconfig is to pass the
parameter via the command line or through the xorg config file. I've
never tried it, but I'd give the command line a try. From man Xvnc.


PARAMETERS
       VNC  parameters can be set both via the command-line and through
the vncconfig(1) program, and with a
       VNC-enabled XFree86 server via Options entries in the XF86Config
file.
