It looks like the culprit is TightVNC: they don't include vncconfig in
their package either (I know RHEL uses TightVNC and has vncconfig
too... so RH figured it out).

I built just vncconfig from the RealVNC package, and run that with
TightVNC (server) in OpenSuSE, and cut-and-paste now works w/ VNC.
