Hello Kevin,

What have you tried to configure on the OTC server exactly?
Please edit in the "location" the timezone. The thinclients which are 
configured for this location set their BIOS time while boot up the system. 
The timezone is the offset to the time from the OTC server. You can also set a 
timerserver (ntp). 
I hope, this solve your problem....
