I have confirmed the presence of PDFLatex and ensured the binary is in the
PATH, since it is outputting to /tmp which is 1777 it isn't that either...
This is the version of PDFLatex currently installed...

PDF still outputting 0-byte length files... Actually for that matter HTML
output is doing the same... XML is outputting something, but I haven't
had a chance to examine its structure to tell if it is working as it
should...
I get the same in IE8 / IE8 compatibility view, and Firefox 3.6...

please see /var/log/openvas/openvasmd.log for a hint on what is going
wrong.
If the log is silent, restart openvasmd with "-v" verbose flag and redo the
action.

OpenVAS Manager introduces a new XML format.
The one produced by OpenVAS-Client is based on the old
Nessus one.
omp-cli has --pretty-print as a simple solution.
Another option is to employ xmlstarlet, for example:
$ xmlstarlet fo report.xml | less
