In my not huge amount of v7 experience, observers have to be added to tasks via omp/api (apologizies if not said correctly). I did it like this...but observers are limited in what they can do...
omp -iX "<modify_task task_id='task-id-is-in-these-single-quotes'> <observers>list-of-space-delimited-already-defined-users</observers></modify_task>" In order to add to the list, your command must add all PREVIOUS as well as the NEW users. The process does not append, it overwrites.
