#16818: Channel 13 disabled for Austria?

It applies for all european countries, therefore close both pld tickets
and open a new one.
BTW: Users will search for either their country or Channel 13.
Since you reviewed the code, you could answer my question:
Why was channel 13 disabled, but 12 enabled, despite both channels are
"off-World"?
