What you're doing isn't helping. Instead of reopening this obviously
redundant ticket, why don't you make a new one with a proper description,
based on which we can mark the older one as duplicate.
As to your other question: Channel 12 was previously enabled because of an
error (it was enabled even in US regdomain). This happened because of a
faulty linux upstream commit, which I reverted in the mac80211 package.
