#21891: ar71xx ath9k gets 15 to 20 mbps down/up

ath9k on ar71xx is slow. 15-20 mbps is the maximum speed achieved on
downstream and on upstream with current trunk (2016/02/19).
The chosen channel doesn't influence performance.
The client connects at 54/54mbps. Idle CPU usage was between 40% and 60%
during testing.
