I had the same problem few weeks ago.
You can use the use at least the failsafe mode on the TL-WR703N [1].
In this mode, openwrt boots with the default IP and telnet [2].
After login via telnet, you can run 'mount_root' and read the
/etc/config/network.
This way helps me.

I have two TP-Link routers (TL-MR3220 and TL-WR703N) which have both

I presume the routers are both still working ok. Has anyone got any
suggestions as to how I can recover/learn the IP address of these boxes,
or how I can reset them ??
