The Russian translation files do exist, but the content is largely non-existent (almost all translations in the .po file are marked as fuzzy which means they are not used). If you need a Russian interface you will have to create the translation files yourself, compile the .mo file, deploy it and restart Apache as well as OpenXPKI. We would appreciate a pull request with the translation of course.
