When I use the Open Workflow action I am returned to the point at which the
webui timed out.  Which is a nice feature and that resolves the problem.

My misunderstanding caused me to restart the certificate entry process instead
of picking up the interrupted workflow where it left off.  Thus the duplicate
error.
