Is there any way you can deploy a [social] referral system for registration.

I recall you talking about a PGP style web of trust. Maybe that's the way to 
go, new registrations need an existing user with high trust to confirm their 
registration.  

Maybe this is just a buddy invite from someone already on the domain that when 
it's accepted [from the off domain buddy] the account is confirmed?
