Note: I tend to optimize for the "most people" most of the time.  There
are a whole heck of a lot of brainless mib-walkers, but there is only
one document author.  In terms of time-spent, I suspect putting more
work on the document author and less on the brainless means a positive
energy balance if "it must be done in the first place".

But I realize that's not the right approach in terms of optimizing for
the author, reviewers, iesg, etc.
