Just to add to Sri's comments,

I think we need to reconsider the position IETF has taken so far on LI
standardization efforts.

Lack of standardization makes it often difficult for the Operators to
implement a vendor inter-operable solution around LI. I agree Mediation
Device vendors typically accommodate most of the vendor specific LI
implementations for IAP to MD interfaces. But this is not always the case.
