To be honest, at the time I thought it was a bad idea, but what's done is done. I do not think that revisiting it right now is likely to be productive, and at any rate it could take several years. In the meantime there are alternatives to standards track publication that could allow publication of the document (assuming it gets through the process) without having to deal with the 2804 impediment.
