  I have a number of comments.  The main question is how, exactly this document 
became adopted as a WG document.  I've gone through my inbox and the web 
archive, and I don't see any call for WG adoption.  Just a notice that the 
document was accepted as a WG document.

  I have *major* problems with the document as an IETF standard.  We already 
have two AAA IETF protocols.  Standardizing a third one is, in my opinion, 
entirely outside of the purview of OPSAWG.

  There are a host of procedural problems with how the document was adopted.  I 
suggest that the document be withdrawn, and re-submitted as an individual draft.
