Anyone contemplating upgrading anything more important than a sandbox
database to 9i is nutso.
9i is ready for development playing around in 6-8 months, production no
earlier than 12-18 months is my estimation.

Oracle is claiming new features in 9i will support 24X7. I would also imagine that if you could bring all databases up to the same level, it would be easier to establish policies.
