Oracle will first attempt to create the table in the tablespace that it
was exported from, if that tablespace exists and the user has quota on
that tablespace.

In addition to altering scott's default tablespace, you need to do

alter user scott quota 0 on users;

then do the import and make scott's default tablespace users again and
give the account quota on users.
