This tool is mostly used by SA's on HP-UX platforms and not DBA's. Now HP have integrated it with Oracle Enterprise Manager to consolidate the functionality. Our SA was using it but we were not that much interested, in fact we never needed that.

the hosting company we work with uses it. I don't have specifics but
they seem happy with it
