What I do is this: I simply use c-e ! and when I am prompted for the
"shell command" I just enter wvdial or wvdial & which will put the
process in the background.  Now, when I need to kill that process,
that is, the wvdial process, I just go into the buffer list and kill
the buffer with the name referring to wvdial.  When I need to restart
the program, there is no problem, even though wvdial exits abnormally
with code 1.  This is harmless, and I don't have their exit codes
anyway so I don't worry about it. 

Now, what is this with the modem driver.  I have none.  Wvdial itself
is sufficient to drive even this pcmcia card modem on this laptop with
no special driver.  What are you using?
