Now the problem is all the answers were different.
My guess right now would be Phrag. richteri. Because the leaves look more like 
a Phrag than a Paph.
Phrag. topperi is an illegitimate synonym for Phrag. richteri.
I believe there is a Paphiopedilum topperi,
You won't find either under Phrags as both are Paphiopedilums!  Also 
- Paph topperi is usually known as Paph kolopakingii var topperi.
