They don't. People often have multiple bank accounts. You don't register to
vote with the supplier, you use them to prove your identity.

The core idea seems a sound one: you trust your supplier (or you should do)
with your identity even if you don't trust the government.

It is very much the method used in Robert Heinlein's "the Moon is a Harsh
Mistress" in a fairly libertarian society's first election for just that
reason.
