We all need to work on this.  You've probably identified all the ugliness that 
needs to be fixed, so let's start with that.

I think this will just fall out of the first two items...

Thinking a little more, the /tftpboot/rpm check properly belongs in the 
rpm-specific parts of depman initialization.

In case you're unaware, the /tftpboot/rpm check long predates the 
depman/packman abstraction.

The abstraction wasn't fully integrated (i.e., it's probably missing some 
support functions, some of the functionality needs to be rearranged, the code 
it made redundant hasn't all been removed, and it's not being exploited in new 
code as it should be).
