well... no. The directories are created in two places:
 - one level above the trunk checkout, so this could still be the user's
 directory
 - inside the trunk checkout (subdirectory repo)

No specal rights except proper ownership of the parent directory (relative to
the trunk checkout) are needed. I'd expect the trunk checkout to live
somewhere in the user's home directory tree...

Please read the README file in the top level directory. It contains the same
message as in my email announcing the change. And it basically says: you need
3 tarballs to run a system. In your case these are:
  oscar-base              (< 5MB)
  oscar-repo-common-rpms  (~60MB)
  oscar-repo-fc-3-i386    (~40MB)

So instead of downloading 5-600MB you just pick 100MB. Additional distro
support requires another 40MB download, not more.

By the way: can you check whether you can put the unpacked repositories
(oscar-repo tarballs) online at IU? Installing would then only require the
download of the 5MB.
