Who: each package have an author. Each package have a ticket opened
regarding the migration to the new format. If a person want to do the
migration instead of the author, it can assign the ticket to himself and
do the work.
When: when the developper has migrated the package to the new opkg
format and compiled it succesfully.
In fact, it looks a little bit like a free software project ;-)
