Yeah, looks like we need to find a program to replace
"dpkg-buildpackage" on the RPM based system.
$cmd = "cd $packaging_dir/oscar; dpkg-buildpackage -rfakeroot";

If there is no such a thing on the RPM based system, maybe, I'd better
just keep looking for a way to build an rpm containing the OSCAR library.
