I agree with you that opkg-<package> should not have dependencies on
client and server RPMs, however, that is not what I discussed in my
email, what I said was:

1) opkg-<package>-client/server should have dependencies on the
standard opkgs (i.e. systemimager-server, systemconfigurator)
2) opkg-<package>-client/server should have dependencies on opkg-<package>
