Hi Laxman,
This is not a fedora bug. This was a bug from the package that packaged /usr*.
Thus the /usr/bin directory was owned by packman package wich is wrong. The
package should only OWN it's specific directories.
for example /usr/share/perl5/vendor_perl is owned by oscar-base-lib. I think
that fedora enforced the ownership of directories. in fedora-17, this conflict
is ignored (which is in theory bad).
When using wildcards in %file section, all subdirectories that are present in
the build directory and tagged as owned by the package, thus packaging and
setting /usr* as a file-list will take ownership of all subsequent directories
(thus /usr/bin, /usr/share and so...
I've fixed the spec file and ypu should be able to rebuild the packman package.
It shouldn't conflict anymore.

still not fixed.
if you like to differences with both file than
rpm -ivh packman-3.2.0-2.noarch --force
mv /etc/fonts/conf.d/65-fonts-persian.conf{,.bak}
and again try to install oscar
yum install oscar
and give a try to install process.
