Did you run scripts/start_over (or reinstall FC2) before trying to
install Oscar again?
It looks like it is finding files from an earlier install attempt and
getting confused.
If you did run start_over, could you send us the whole oscarinstall.log again?

A lot of the time, earlier errors or warnings that aren't fatal can
trip up later steps and make them die in misleading ways.
