Hi Mark: This is a long shot but...
When installing FC2, did you pick a different locale from (English US)? Also, when you re-installed FC2, it is a fresh install right? You didn't run any updates did you? For files in /tftpboot/rpm, you only need to copy the RPMs (not the SRPMs) and there are 4 CDs total for FC2.
