I was able to obtain the RPMs for specific RHEL Update levels. To do
that I used our Red Hat Network subscription service. Here's how:

1) Log on to the RHN website at this URL

   https://rhn.redhat.com/network/software/download_isos_full.pxt

2) The resulting web page contains sections for each RHEL Update level.
   Select one - in this case:

    Red Hat Enterprise Linux AS (v. 3 for x86)

3) The next page has download links for ISOs for RHEL3u3 installation
   CDs.

This is even better than I expected. I thought I'd have to download
just the Update 3 RPM files, then merge them with the contents of the
initial RHEL 3 release CDs. But this way, I was able to download complete
RHEL3u3 CDs and them burn them directly to CDRs.
