You won't be able to build images if SELinux is turned on - however, the error comes later on so I'm not sure whether this is your problem.
 
Anyways, let us know how it goes.
 
P.S. I just noticed it said you are missing systemconfigurator - perhaps you should put that RPM in /tftpboot/rpm/redhat9/.
 
P.P.S. You are using SystemInstaller::Package::UpdateRpms - perhaps it is looking for the updaterpms cache - this is the first thing that OSCAR Wizard does...  do you use this server to build any other images?  If not I suppose you can just build a cache for /tftpboot/rpm/redhat9, otherwise you'll have to figure out how to have 2 caches co-exist...

Sorry, yes there was a typo, but this is actually irrelevant because
it was the nth time I'd tried that and all permutations failed
(including buildimage and including the odd typo !)

It's wierd to me, because all these packages are indeed there. If I
include their version numbers that fails too in the same way...

I do recall however a problem that I had initially on this machine
when building images for the x86_64 nodes, where selinux was set to
targeted. You mentioned a while back that this could mean problems
when chroot'ing ... I've disabled that and am going to check what
happens now.
