because that type of support is not easily categorized as a service
product. hard to justify spending, etc. and through local groups, its
hard to put a person responsible in case of failures.

pay for service, and blame the service provider if something fail :)
but if its free, who to blame? :P

like any company, everyone if CEO orders something, they had to follow ...
