The usrges has no effect, MAMPUs OSS paper, if I remember correctly,
cannot be faulted, its the implementation that failed, there's no
teeth. And it does not address private sector, nor members of the
public/rakyat.
If I'm not wrong, MAMPU themselves have not totally gone OSS, and if
that's the case, how can they convince other gov. dept? You gota eat
yr own dog food.
Rather than just bitch about it, I'm suggesting that we take up Haris'
term, Community Nationality IT Policy, and make it into soemthing we
think it should be....
One thing that is sorely needed is funding to do 'marketing' of FOSS
to members of the public. No this need not be flashy ads. but rather a
bunch of grass roots program... for example, and expansion of the
Linux Uni project, currently rum by volunteers. Perhaps this project
can be expanded and formalised, with a charter and a paid excutive
committee and budget to run events.
Another thing is a need for a resource center, ie: a one stop shop
where gov, or private sector entities can get answers and support for
FOSS. Like someone to install and maintain Linux for simple office LAN
and fileservers..., OpenOffice training, Web Development work... This
need not be entirely paid for and mainned by MAMPU/MDEC, it could
consist of freelances/partimers form the FOSS community. But the
service supplied should be of a certain standard...
The FOSS Resource Center (FOSSRC, FORCE?) portal, could be structured this way:
1. have a registry of service providers, SP's (company, individuals)
with their contact info, and profiles
what are skillsets/profficiency offered, wat services (could also
include HW Repair)
have to be of certain skill level, how to determine?
2. Have standard rates for such services.
(let market decide or someone set some guidlines?)
3. MAMPU/MDEC help to facillitate getting training facillities,
(these could be in schools or Unis with Comp. Labs, or MAMPU/MDEC
branches ?)
well maybe Comp Labs in MDEC incubators, I know they have a few...)
4. A simple ecommerce back-end for booking and ordering of services as
well as for the
collaboration of such (arranging time, location and resources)
Maybe a payment gateway..
(such a portal may be quite sophisticated, who's gonna develop it,
and who foots the bill?)
5. Perhaps MAMPU/MDEC act as the payment intermmediary, for various reasons:
- most of SP's may not have companies to accept payment
- invoices issued under MAMPU-OSCC/MDEC look more palatable to corporate
accountants who cut the chq., than Tan Ah Kow Co.
- small free-lancers may not have the resc. to do billing and collection.
- MAMPU/MDEC pays the SP when the chq. clears.
(Most trng shld be CASH, other support may not)
- MAMPU/MDEC may take a small % for the administrative work.
note: and difficulties:
- MAMPU/MDEC being gov/semi-gov entities may have no provision to accept &
disburse monies. Of so then perhaps another entity can be appointed.
- there may be delays before the SP gets paid!
- SP's may not want to part with a % to the entity.
thse are just ideas, let's hear some comments.

All these things can g into the Community National IT Plan (CNITP),
Any discussions on this todaya at Red1's 'office'.
Hey Red1, perhaps you wanna lead the CNITP, then we'll all vote you
into IAP next year, and you'll have done ore than all the others and
have full bragging rights... -)
