If you go to labs.macromedia.com and get the preview Flash Lite authoring extensions, it includes free download of the mobile player from the Store. A developer may have already purchased a capable phone, so they need access to new Players. But consumer installations start racking up massive support costs, so there's a nominal charge to deter consumers.
