I think the project has two parts:
(I). Reading MS Office files.
We can use APIs provided by MS, but these will work on windows only
We can explore the OpenOffice APIs suggested by you.
(II) Creating SWF file
Using OpenOffice again can be one alternative.
I was thinking that there should be some APIs availbale for SWF ??
One more thing I was thinking. There are freely available tools which can convert MS Office files to PDF.
So, if we try to convert PDF to SWF, will it be simpler ?? Are there any APIs available for this.

I guess the best starting point would be the Office import filters of OpenOffice.org and maybe their swf export, too (though I don't know about the last one's quality).
Using those you'd have to publish your product under the lgpl, though, which might or might not be what you want.
