Here's a restored BUILD_REF_DOCS. I have added some comments about what it does. I have given it the more consistent name BUILD_OSG_REF_DOCS together with two accompanying variables.
If I check BUILD_OSG_REF_DOCS for a Windows build, what do I have to do to build the documentation? There doesn't seem to be a target in Visual Studio like for the packages... Do I just have to run doxygen manually on some file that CMake would have generated for me?
