You say it works on Linux but not Windows....same hardware I presume?
If so, that most definitely points to a driver issue. Assuming you're
running the latest driver, try dropping back to the previous one or
latest - 2. See if that helps. Could be something that was recently
broken OR it could be something else.

Here's something trivial to try: run msconfig.exe and see what you're
loading @ boot. Try a diagnostic startup and see if that helps. The
idea is to load a minimalist configuration so as to eliminate
processes that could be causing problems.
