Hi Rick, I wasn't able to track down what was going on with the precipitation effect and I'm still seeing the same issues. The issue I was seeing is that the preciptation effect seems to be a fixed size and always be positioned in the center of the model. So, you can see your whole terrain database with no rain, zoom into a very small spot in the center of the model and it starts raining, then stops when you leave that area.
I tried to position the precipitation effect using a MatrixTransform but didn't have much luck.
