The GDAL grid utility: http://www.gdal.org/gdal_grid.html Can convert scattered points into a heighfield. It is built upon the same underlying GDAL library that VPB/OSGDEM use, so OSG already has it as a dependency. You could use the source to gdal_grid to integrate this functionality into your application.
