You should be able to subtract the front of the volume from the back
(subtract the depth values, that is) and do an exp on the result to
determine the alpha of the fog color to combine. I had some test code
doing this several years ago, pre depth mapping in hardware, which
produced promising results. One day I hope to port it to use modern
hardware.
