PagedLOD is designed to have keep the lowest level of detail nodes in
memory and expiry the high level of details, and only expire the lower
level of details once the high level ones have been removed.  This
ensures that as you move around the database there is a lower level of
detail to fallback on, as a low level of detail node is better than
nothing.  The ordering of the children is also assumed to be from
lowest level of detail to the heighest.

I couldn't really work out the rest of what you are trying to do with
PagedLOD, it does rather sound like you are fighting it rather than
using it as it was intended to be used.
