Well, some years ago I was involved in some of the crowd rendering stuff
using OSG/Delta. What exactly are you looking for?

If you are looking for ready-made libraries, I am not aware of any, it
is pretty much a fringe topic. However, some of the papers published by
VRlab (vrlab.epfl.ch) should give you a good idea how to do it - we were
able to run tens of thousands of human figures there, with the target
being a million when I was leaving the lab (not sure whether they
managed to achieve that).

Even plain OSG/Delta 3D with Cal3D humans without impostors can do about
1000-2000 without major issues, of course depending on what do you want
to do with them.

Jan
