As far as I know, OSG doesn't use y as up. The osgGA library provides CameraManipulator classes that (generally) use +z as up, but of course this is merely a default that the application can modify.
With respect to plugin behavior, I'm of the opinion that they should perform *no* re-orientation by default. However, a) the OSG community is split on this issue, and b) there were already many plugins in existence before I came along, and changing them now would break existing apps. This is not a trivial issue.
