yes, that is totally the right place, as long as your number of input
vertices matches the number of output vertices.
Vertex shaders can also sample textures.

I don't think the issue is an OSG one, but the basic concepts in play.
I can't work out how your approach is supposed to work.
My best guess to what distortion using a 3D texture would be that you
want to convert a vertex position to a new vertex position in the
vertex shader using a 3D texture. If it isn't this I haven't got a
clue.
